Incident Description:
Bicycle was locked to rack with ulock. Wheels were locked to rack with cable lock. The frame was left at the scene and cable lock was cut and left at the scene. Thief must have brought his own wrench (wheels were bolt on) and took both the front and rear wheels. Chain was taken off in a way that suggested that thief knew his way around a bike.
