Handlebar tape being held down by electric tape on both bar ends, but the right side is missing the end cap. Rear fender, but no front fender.

Incident Description:
Bike was locked through both wheels and frame to city provided bike rack. 2900 N Lincoln in the early afternoon. Was in the shop for no more than 20 minutes and there was another bike locked to the same rack when I returned, albeit with a U lock.
