Bike was stolen on University of Illinois campus locked in view of students. It was broad daylight and he had tools with him to cut the lock. Security cameras caught the incident. The teacher of the class and the entire classroom saw the incident. The person who stole it was African American, overweight with an orange hoodie. Report filed with the university.
