Incident Description:
Middle Ages white or Hispanic heavyset man cut both locks with a dremel. Sparks going everywhere. Took him five minutes. Ok broad daylight in front of Block 37 (22 west Washington street, right by main entrance to a morningstar offices. Lots of foot traffic but no one challenges him. He rode off with it. An accomplice rode with him on a separate bike. All captured on security camera.
